A bell in the nav, so you know when something arrives

Until now, Designed.org kept a notification for you every time something happened that involved you -- a mentorship request, feedback on your work, a weekly plan digest -- and then never told you it was there. The notifications page had them all along. Nothing pointed you to it.

There is now a bell at the top of every page. It shows how many notifications you have not read yet, it is there at every screen size, and it takes you straight to the list. Opening the list marks them read and the count clears.

If you use a screen reader, the count is part of the bell's name, so you hear "Notifications, 3 unread" rather than being shown a dot that means nothing to you.

This is in addition to email, not instead of it. Your email preferences have not changed, and nothing about them was touched. If you had turned email off, it stays off; if you had not, you will get both.
