Fixed a missing Platform Status link in the About/Prism page footer

The footer used on our newer pages (About, Prism) was rebuilt from scratch as part of an ongoing design system migration, and the Platform Status link that's always been in the site's main footer didn't get carried over. It's now added back, translated into every language the site supports.
